They were also some of the first in the region to offer primary care services to residents through a healthcare partner.

The HOPWA Program Director directs and administers the Housing Opportunities for Persons with AIDS (HOPWA) Housing Programs, the Ryan White Housing Program, Information and Referral Services, and nonmedical case management for the City of Pittsburgh and the Pennsylvania Department of Health for eleven counties in Western Pennsylvania. The Director is responsible for administering Tenant-Based Rental Assistance, Short-Term Rental Assistance, Permanent Housing Placement, and Informational and Referral Services of non-medical case management for the City of Pittsburgh and PA Department of Health in 11 counties in Western PA for clients that have an HIV/AIDS diagnosis. 

This position requires a self-motivated person who can independently complete assigned responsibilities and is able to effectively communicate verbally and in writing. Individuals must be able to effectively utilize Microsoft Office programming and after necessary training, an electronic health record system.

Specific job responsibilities of the Director include, but are not limited to:

  • Direct program planning, grant proposal preparation, and policy development.
  • Managing staff, evaluating work performance, coordinating activities, allocating personnel, and training.
  • Preparing a budget and associated reports and procedures to ensure compliance.
  • Participating in long-range planning in areas of responsibility.
  • Ensuring that all staff are aware of all contract objectives as well as SCMAF initiatives and procedures, and that they are aligning their work to support Housing Program goals.
  • Monitoring and preparing all monthly invoicing, financial reports, and data entry for CareWare to ensure compliance with approved budgets.
  • Reviewing monthly financials with the Finance Department and our Fiscal Agent, The Jewish HealthCare Foundation.
  • Ensuring HUD regulations, Fair Housing and Equal Opportunity laws, and SCMAF policies and procedures are followed.
  • Representing SeniorCare Management Assistance Fund (SCMAF) at meetings with external partners and special interest groups.
  • Ensuring quality control practices are followed in all program services.
  • Ensuring that all emergency funding applications are processed within the assigned time frame.
  • Ensuring that all annual recertifications for clients are performed timely, including verification of income, household composition, inspections, etc.
  • Maintaining client files in accordance with policy and procedure.

What we are looking for:

Ideal candidates for the HOPWA Director role must have:

  • A Bachelor's degree from an accredited college or university in Business, Social Sciences, or a related field; or at least 5 years' experience in management of programs serving special populations in housing and/or Section 8 Housing; or an equivalent combination of education and experience.
  • Proven conflict resolution and interpersonal skills with the ability to develop positive, trusting relationships with program consumers, landlords, and other stakeholders.
  • Experience working under pressure to complete necessary tasks within specified timelines.
  • Proven experience leading teams for optimal performance.
  • Demonstrated ability to work under pivoting conditions and, at times, outside of core business hours.
  • Knowledge of responsible management processes for federally funded housing assistance programs.
  • The ability to manage fiscal resources and think strategically to develop and implement effective programs and services.
  • Incumbents must possess a valid PA Driver's license and have an operable, insured, and registered vehicle.

The following are preferred at time of hire, or must be obtained within 6 months of employment:

  • Occupancy Specialist Certification
  • Housing Manager Certification
  • Housing Quality Standards Certification
  • Fair Housing Standards Certification
